Progression pathway for governance of mixed health systems: a user guide

Overview

The Progression Pathway for the Governance of Mixed Health Systems has been developed in 2024 to support countries to effectively engage with the private health sector. Organized using the six governance behaviours, the Progression Pathway acts as a decision support tool by informing policies and prioritisation, helping to guide institutional capacity strengthening, and scaling up existing examples of effective governance practice. This user guide draws on the experiences of WHO country teams who participated in the pilot phase of the Progression Pathway. It is designed to assist governments, donors, partners, consultants, and any interested user in effectively applying the WHO Progression Pathway at the country level. It provides clear, actionable best practices on how to implement the Progression Pathway, building on successful examples and best practices to illustrate effective strategies, helping users to implement the Pathway with confidence and precision.
